Background

On 11 July 2024, the Department of Planning, Housing and Infrastructure (DPHI) launched an interactive dashboard on its website, which monitors the performance of Councils in NSW in relation to lodgements and determinations of Development Applications (DA). This is known as the “Council League Table Dashboard”.

The Minister for Planning and Public Spaces has also made an order under the Environmental Planning and Assessment Act 1979 which sets new benchmarks for Council’s performance on development assessment, including minimum performance standards for lodging and determining a Development Application as follows:

  • An average assessment time of 105 days (gross days)
  • An average lodgement time of 7 days

Our commitment

Randwick City Council is committed to delivering and maintaining a high level of development assessment services to our community. We will do this by undertaking a fair and proper assessment of applications against our existing planning controls. This means we ensure applications respond to environmental sustainability requirements, high quality urban design and minimise impacts on neighbours. We understand that applicants and the community expect to be informed of how their application is progressing. We are committed to continuous improvement to process applications in a timely manner.

We encourage property owners and developers to plan developments which meet the development standards and the Randwick Development Control Plan (RDCP) planning controls. Developments which meet the development standards and controls are more straight forward to assess and therefore take less time to process. Sometimes developments may propose variations to standards or controls, or simply lack important information to undertake the assessment.

These more complex Development Applications take more time and effort to assess and determine which involves:

  • Negotiating a workable solution that works on each site.
  • Undertaking a more complex planning assessment.
  • Referring the application to the Randwick Local Planning Panel for determination.

These types of variations impact on determination times and therefore the Council's ranking on the league table.

These graphs are provided as additional information for customers and businesses on the development assessment service.

Our current performance

Council’s current performance for lodgements and determinations are as follows:

  • Lodgement Days (Planning Portal to Council lodgement) = 2 days (average)

(Note: current average lodgement days for Greater Sydney is 11 days)

  • Determination/Assessment Days* = 66 Days (average from 1 July 2025)

*Gross, including weekends

(Note: current average gross assessment days for Greater Sydney is 85 days)

  • Determination/Assessment Days (excluding weekends) = 49 Days (average from 1 July 2025)

The below statistics are for Development Applications lodged from 1 July 2025 onwards.

Number of Development Applications lodged in the period = 46 applications.

This graph shows the number of Development Applications received by the Council and how many require complex assessment due to variations from the Development Standards.

This chart shows how many Development Applications require further information from customers due to inconsistencies with Council's Planning Objectives and Controls or insufficient information. Once all required information is received, our assessment officers can recommence the assessment process.
