Randwick City Council - Supplementary report requirements

Heritage Impact Assessment report

A heritage impact assessment report is required for any proposal involving:

  • Major alterations to a heritage item
  • Demolition of a heritage item
  • Demolition of a building in a heritage conservation area
  • New buildings in a heritage conservation area; and
  • Other works to a heritage item or in a conservation area, if requested by Council

The report, prepared by a professional heritage/conservation consultant, should address:

  • Historical development of the site
  • Heritage significance of the item and/or conservation area
  • For conservation areas, the contribution the building makes to the streetscape
  • The affect of the proposal on the heritage significance of the building/s and their setting
  • Design options and rationale for the preferred option

The NSW Heritage Manual and the Australia ICOMOS Burra Charter 1999, contain useful information on heritage and conservation. These documents can be obtained from the NSW Heritage Office.

Acoustic report

If your proposal is located near residential properties and has the potential to create noise disturbance, you may be required to submit an acoustic report which considers the noise impacts of the proposed development.

Traffic and Parking reports

If your proposal is likely to be a major traffic generator (or have adverse traffic implications) you must submit a traffic impact assessment report prepared by a qualified transport consultant. 

If your proposal seeks to vary the parking requirements contained in the Randwick Comprehensive Development Control Plan 2013 (or the design parameters contained in AS/NZS 2890.1 (2004)), you may be required to submit a parking study prepared by a qualified transport consultant.

Flood study

You may be required to submit a flood study if your site is located in an area that may be subject to flooding.  Please refer to Flood Management or contact Council's Development Engineers for more information.

Hydraulic report & drainage plan

If your proposal involves any new buildings or changes to the on-site drainage system, you are required to provide details of how it is proposed to manage stormwate PDF, 1668.16 KBr runoff from the site. This includes:

  • The proposed point of discharge from the site. The proposal must not direct flows onto adjoining properties unless the flow is contained within an easement.
  • Details of how runoff from the site will be minimised. This involves maximising infiltration by providing permeable surfaces (i.e. soft landscaping, porous paving, etc).
  • On-site detention calculations, if applicable. Onsite detention of stormwater will be required for most new buildings (excluding out buildings and dwelling houses).

Note: Concept drainage plans are generally sufficient for DA lodgement

Please refer to Council's private stormwater code (download a copy from the city planning section of Policies) or contact Council's Development Engineers to obtain more detailed design requirements for the on-site drainage system.

Geotechnical report 

A geotechnical investigation report may be required if:

  • your proposal involves excavation exceeding 1.5 metres in depth;
  • infiltration is proposed; or
  • a report is requested by Council's Development Engineers

Waste management plan

Waste Management Plans should be prepared in accordance with Council's Waste Management Guidelines PDF, 3048.94 KB and should include the following details (as applicable):

  • The use of the premises and the number and size of occupancies.
  • The type and quantity of waste to be generated by the development.
  • Waste storage facilities and equipment.
  • The procedures and arrangements for on-going waste management including collection, storage and removal of waste and recycling of materials.
  • Details of the proposed recycling and waste disposal contractors.
  • Access and traffic arrangements.
  • A demolition and construction waste management plan (refer below).

Construction and demolition waste management plan

A construction and demolition waste management plan must provide details of the type and quantities of demolition and construction waste materials, proposed re-use and recycling of materials, methods of disposal and details of recycling outlets and land fill sites.

Where practicable waste materials must be re-used or recycled, rather than disposed. Please refer to Council's Waste Management Guidelines PDF, 3048.94 KB for more information.

Schedule of colours and finishes

If your proposal is located within a heritage conservation area, involves works to a heritage item and/or is visible from a street/public area, you may be required to provide a schedule of colours and finishes. The schedule of proposed colours, materials and finishes (of the external surfaces to the building) should be accompanied with appropriate brochures and/or a sample board.

Contamination investigation report

State Environmental Plan No. 55 details the requirements for contamination investigation reports.

Asbestos survey

Proposals to demolish or make alterations to existing buildings may require an Asbestos Survey to be submitted to Council in accordance with Council's Asbestos Policy.

Environmental assessment of Flora and Fauna

An environmental assessment of flora and fauna is required if your proposal may affect any threatened species.

Social Impact Assessment

A Social Impact Assessment is concerned with the human dimensions of environments. It seeks to understand the potential social impacts of a development. For more information, please refer to the Social Impact Assessment Guidelines PDF, 172.96 KB.
