Section 10.7 certificates & other property searches

You can find out how land is zoned in a number of ways:

A zoning certificate or Planning Certificate is officially called a section 10.7 certificate and was previously known as a Section 149 Certificate. The Certificate will provide you with information that Randwick City Council has on file about planning controls and other property issues that affect a piece of land. There are 2 types of Section 10.7 certificates available from Randwick City Council.

A Section 10.7(2) certificate shows the zoning of the property, its relevant state, regional and local planning controls and other property issues such as land contamination and if the property is subject to flood related development controls.

A Section 10.7(2) and 10.7(5) certificate provides the same information as above but also includes other factors such as advice from other authorities and certain information that Council holds on a property that is relevant to the land but is not disclosed in a Section 10.7(2) certificate.

While the certificate will state all the relevant planning instruments that apply to the property, it does not specify particular development standards or terms of the instruments. If you propose to develop the property, we recommend undertaking thorough research into all of the planning instruments which apply to the land.

Section 10.7 Certificates can be obtained by:

Requesting a Certificate through Council's Online Services Portal.

(NB: First time users will be required to register for this service first which can take up to 4 business hours)
Once a certificate is lodged and paid for through the portal, certificates are produced within three working days. All certificates can be produced by the next business day with payment of an additional urgency fee ($70).

In addition to the above, the online service can be used to apply for these property certificates:

  • Section 10.7(2), previously known as Section 149(2)
  • Section 10.7(2) & 10.7(5) Advice, previously known as 149(2) & 149 (5) Advice
    Note that new fees apply to 10.7 Certificates from 02 March 2023
  • Section 603
  • Section 121ZP & Section 735A - Certificates - as to Notices & Orders
  • 88G Certificate (No Inspection)
  • 88G Certificate (Inspection Undertaken)

If you wish to submit a postal application with a cheque, you can complete the Certificates Application Form. This application takes four business days to process once the cheque has been receipted by Councils Customer Service Centre.

Note: please do not email the Certificates Application Form to Council. The certificate application form will ONLY be accepted if submitted via post with a cheque or if submitted in person at Councils Customer Service Centre with a cash, cheque, credit card or EFTPOS.

Property/Plan searches

If you require information about previous development or building consents and any related plans, or for any general property search, you can apply to Council to search its records and provide this information using the Property Search Form.

Change of address

In accordance with the adopted policy and Australia Post rules, Council is the ultimate authority for house/property numbering approval. You can apply for a change of address using the Street Address & Sub Address Application Form.
