An updated plan for the future of Heffron Park

Randwick City Council has revised the Plan of Management (PoM) for Heffron Park in Maroubra. The PoM is on public exhibition for 28 days from Wednesday 16 June to 5pm Tuesday 13 July 2021. Submissions will be received until 5pm Tuesday 27 July 2021.

Members of the community are warmly invited to review the plan and to lodge submissions with Council for consideration.

About Heffron Park

Heffron park was categorised as a public reserve in 1959 for the purpose of ‘public recreation’. Since this time it has grown to be the largest sporting reserve in the Randwick Local Government Area.

It offers a range of sporting facilities (including netball courts, fields for rugby league, soccer, touch football, and oz tag, cricket fields, cycle track, tennis courts, gymnastics and a leisure centre) and passive recreation areas which cater for the recreation needs of local and surrounding residents.

Randwick Council has invested significantly in upgrading the reserve over the past decade including new amenities buildings, children’s playground and bike track, upgraded leisure centre, new tennis centre and sporting field improvements. Future works include the construction of the Heffron Centre which will include a new gymnastics centre, indoor sports centre and the Rabbitohs Community and High Performance Centre.

What is a Plan of Management?

Under the NSW Local Government Act 1993 and NSW Crown Land Management Act 2016, a PoM is required for all public land classified as community land. A PoM is a statutory instrument that provides strategic planning and governance for the management and use of land. Put simply, a PoM sets the status of a public reserve, establishes objectives and provides a framework for active land management and use.

Why is Randwick Council updating the Heffron Park PoM?

The current Heffron Park Plan of Management was adopted more than a decade ago in 2009. Since this time the majority of works identified have now been completed, while recategorisation of certain areas of land is required to ensure that the categories better reflect existing and proposed uses.

The purpose of the recategorisation is to:

  • better protect small areas of planting that is now categorised as ‘natural area: bushland’;
  • identify an area near the remnant sand dune to be categorised as park as this better describes its appropriate use; and
  • apply the category of ‘community use’ on the Heffron Centre precinct which most appropriately reflects the intended future use of the facility.
