Randwick Councillors met on Tuesday 23 September 2025 for their September meeting and discussed a number of important matters including a safety plan, upgrade plans for Maroubra Surf Club and electing a new deputy mayor.
The following is a summary of some of the key outcomes from the meeting:
New deputy mayor elected
Councillors elected Councillor Clare Willington to serve as the new deputy mayor of Randwick. Cr Willington takes over the role from former Deputy Mayor Marea Wilson. Cr Willington is a Clovelly resident, retired GP, teacher and WIRES volunteer. She is committed to protecting the natural and cultural heritage of the Randwick LGA, increasing tree canopy coverage and improving biodiversity. Elections for deputy mayor occur every year with the election for mayor typically occurring every two years.
Plan to light up Town Hall
Randwick Town Hall will soon be lit up in different colours to support charities and community causes under a new policy endorsed by Councillors. Changes were made to the policy following community consultation including reducing the hours of lighting to midnight, expanding the number of days charities can apply for and clarifying the purpose of the program to create social cohesion. Council staff will now investigate an appropriate lighting system to install on the historic building.
Vale Kim Rosen
Randwick Council has paid tribute to much-loved community figure and gymnastics leader Kim Rosen, who passed away on 6 September at the age of 71. Rosen, who grew up in Sydney’s east and raised her family in Randwick, was a driving force behind Bunnerong Gymnastics Club and inspired generations of young athletes, coaches and judges. She also represented Australia as an international gymnastics judge, including at the 1992 Barcelona Olympics. Council recognised her warmth, vision, and lasting contribution to sport and community. A minute’s silence was held in her honour and condolences passed to her husband, children, grandchildren and everyone that was touched by her generosity.
Council adopts 10-year Community Safety Plan
Randwick Council has adopted a new 10-year plan to improve safety across the city after extensive community consultation. The Safer Randwick City: Community Safety Action Plan 2025–2035 was shaped by feedback from more than 1,200 residents, including targeted engagement with Aboriginal, youth, older people, people with disability, LGBTQIA+ and culturally diverse communities. The plan focuses on safer public spaces, stronger community connections, and targeted actions to reduce harms from gambling, alcohol and drugs. It also adds measures to improve pedestrian safety around e-bikes and e-scooters. Council will begin implementing the plan from 2026.
Maroubra Surf Club plans move ahead
Councillors endorsed concept designs for a $15M revamp of Maroubra Surf Club with the project now progressing to planning approval and tender for construction. Community consultation was undertaken in June and July 2025 receiving 57 submissions. Many of the suggestions received including options for public art, additional plantings, shade, CCTV and BBQ facilities are being incorporated into the final design. Founded in 1906, Maroubra Surf Life Saving Club is one of the oldest in Australia as well as one of the largest with 1,400 members. Construction is anticipated to commence in 2027-28.
Council backs new plan for Snape Park upgrades after community feedback
A new public amenities building and car park will be prioritised as part of upgrades at Maroubra’s Snape Park. Feedback from community members was split with some supporting the upgrade while many local residents raised concern about loss of green space, traffic and parking issues. A proposed new indoor cricket and rugby training facility will now be constructed at a later date and located further within the park to minimise impact to nearby properties. The $13.3 million project is jointly funded by Randwick Council and a grant from the Australian Government. Construction on the amenities and car park stage is anticipated to commence in 2027-28.
