S94 and S94A Development Contributions Plan

Section 94 of the Environmental Planning and Assessment Act 1979 provides a system for requiring contributions when a development takes place. These contributions are levied by councils on new developments to ensure that growing and changing communities have adequate public amenities and services. Development contributions (monetary or in-kind) can be used to help provide for parks, local road improvements, town centre improvements, community centres and other services.

Randwick City Council has developed a Section 94A Plan and a Planning Agreements Policy  for the application of these contributions in the Randwick area. To purchase copies of these, please contact us.

Section 94A Plan

The Randwick Section 94A Plan 2015 levies developer contributions for new development to fund the provision of public infrastructure, facilities and services. The levy is expressed as a percentage rate depending on the cost of works (ranging from 0.5-1%). The S94A Plan 2015 covers both Development Applications (DAs) and Complying Development.The Randwick City Council Section 94A Development Contributions Plan came into effect on 21 April 2015 and is applicable to development applications and complying development applications lodged from that date.
