Background to the draft Plan: The City's current Bicycle plan was developed in 1998. It needed updating to take account of developments over the last ten years and to meet current standards.

The draft Bicycle Plan aims to:

  • improve links to key destinations within the City, such as the University of NSW, Coogee and Maroubra Beaches, and Heffron Park
  • identify a network of routes
  • establish a practical works program for cycling infrastructure
  • identify cycle paths and facilities that can be used by the whole community
  • establish priorities for construction work
  • update the previous bicycle plan proposals to meet current standards
  • develop a plan that can be used to obtain external grant funding

Social infrastructure, events and cycle parking facilities are not included in the draft Plan, as these are part of other Council programs.

Some of the issues considered in developing the updated Bicycle Plan were:

  • the City topography, such as the steep hills at Coogee
  • the financial and resource constraints faced by Council
  • existing City infrastructure such as major roads like Anzac Parade, the shopping centres at Maroubra Junction and Randwick, the University and hospital precincts
  • integrating cycle way development with other Council works
  • existing cycle routes and desire lines
  • cycle routes entering and leaving the City from other Council areas such as Botany and the City of Sydney, as well as Centennial Park
  • changing use patterns including increased cycle traffic, use of motorised scooters and an aging population
  • the need for a coastal cycleway
  • links to existing walking routes such as the Coastal Walkway
  • avoiding shared pedestrian pathways in areas high levels of pedestrian traffic such as Day Street and Anzac Parade near the University of NSW.
