Management Plan
Every three years Council develops a new Management Plan. The Management Plan sets out the activities that Council plans to undertake and shows how it plans to pay for these activities through a detailed revenue policy.
The revenue policy gives details of Council's estimated income and expenditure for the next year, describes the rates, fees and charges it plans to impose, outlines Council's pricing policy and announces proposed borrowings.
Every year in May, Council's Draft Plan of Management is placed on public exhibition, and the exhibition is advertised in the local newspapers. Council considers any submissions that are received and then adopts the Plan of Management for the next financial year.
After the plan's adoption, the General Manager must report quarterly to Council on the extent to which the performance targets in the plan have been achieved during that quarter. At the end of each financial year, an Annual Report is prepared on Council's achievements and performance in relation to its Plan of Management.
Conflicts of interest
A conflict of interest occurs when councillors, council staff, or a member of council's committees acts in a dishonest or unethical manner because their private or personal interests are involved in an issue before council.
Councillors and council staff must always be aware of possible conflicts of interest when participating in council debate and decision making. There is potential for a conflict of interest whenever a person might not make an unbiased, objective judgement about an issue because of their private or personal interest in that issue.
A pecuniary interest arises if a person, or anyone closely associated with that person, is likely to gain or lose money because of a council decision.
If a councillor has a pecuniary interest in any issue, he or she must disclose that interest and refrain from debating and voting on the issue.
Council documents
Many of council's documents are made available to the public via Council documents.
Access to information and documents held by Randwick City Council which are not on our website may be requested under section 12 of the Local Government Act 1993 or under the Freedom of Information Act 1989.
The Access to Information Guidelines will assist you in determining whether to make your request under the Local Government Act (by using the Access to Information Request Form) or the Freedom of Information Act (by using the Freedom of Information Application Form).
