Committee meetings procedures

Each September the Councillors of Randwick City Council elect Councillors to serve on the Planning Committee, Administration & Finance Committee, Community Services Committee, Works Committee & Environment Committee. Meetings of these committees are generally held on the second (2nd) Tuesday of the month. Other miscellaneous Committees meet on an 'as required' basis and dates for those meetings are advertised in the local media.

  1. The opportunity exists for members of the public, who have previously registered their interest in speaking at Committee Meetings, to address the Councillors on items appearing on the Agenda. In accordance with the Council's Policy, one person may speak for and one against any item on the Agenda, but ONLY ONCE. At these Meetings a maximum period of three (3) minutes each is available to address the members of the Committee. Members of the public should be mindful of the laws relating to defamation and libel as no protection is available to them when making statements at Council or Committee Meetings.
  2. If you have any documentation you wish to provide to the Councillors for the meeting, please email the documents to submission@randwick.nsw.gov.au or fax the documents to (02) 9399 0747 no later than 2pm on the day of the meeting. In your submission please indicate the name of the meeting and the item to which your submission relates. This is necessary to avoid the distribution of possibly defamatory material at the meeting.
  3. Documents are delivered to the Councillors every Friday at 2 pm.
  4. The Community Services Committee, the Administration & Finance Committee, the Civic Affairs Committee, the Works Committee, the Environment Committee and the Planning Committee have been given delegated authority by the Council to make decisions on items appearing on their Agendas.
  5. The only way the decisions of these Committees may be reconsidered and altered is by three (3) Councillors submitting a rescission motion, which may be dealt with at that Meeting or at the next Meeting of that Committee or subsequent Council Meeting.
  6. Any other committees convened by Council only have authority to make recommendations on the items on their Agendas to a full (Ordinary or Extraordinary) Council Meeting and the Council (comprising all the Councillors) makes the actual decisions (resolutions).
