The Randwick Local Environmental Plan (LEP) 1998 (Consolidation), gazetted 15 January 2010, provides the statutory framework for planning in the City. It allocates land for specific purposes through zoning and development controls. It also contains provisions to conserve Randwick's Heritage and protect sensitive land.

Note: Randwick LEP 1998 (Consolidation) is an update of the 1998 LEP and consolidation of all the amending plans. The plan also updates zoning maps with new property information (but does not rezone any land); makes some changes to the format; and incorporates some clauses from the State Government's standard LEP template.

Amendments

Amendments to the current Plan are made from time to time to rezone land or amend the Plan's provisions. Like the Plan itself, Amendments must be formally gazetted in the Government Gazette. Draft and Gazetted amendments are listed below.

Randwick LEP 1998 (Consolidation)

To simplify preparation of Council's Comprehensive LEP.  This LEP consolidates all previous amendments to Randwick LEP 1998, updates the Zone Map with the latest cadastral information, incorporates clauses from the State Government's Standard Template for LEPs and makes minor changes to some zones, development standards and the requirements for exempt and complying development.  The LEP applies to the whole of the Randwick City but does not rezone land.

Inglis Newmarket site planning (rezoning) proposal

A review report on the Inglis Newmarket Planning Proposal was carried out by an independent expert commissioned by Council (the NSW Government Architect) and was considered at the Planning Committee meeting of Council, 6 December 2011.

The independent review was based on the applicant's technical studies submitted in June 2011.

Background:

The applicant submitted a planning proposal in May 2010 to rezone this 5 ha site from low density residential to a mix of residential densities and some neighbourhood/commercial uses (see preliminary reports attached below).

Council considered this preliminary proposal and required the applicant to prepare a number of technical studies to determine the suitability and details of their proposal. The Council did not endorse any of the proposed heights or densities. These technical studies were lodged with Council in June 2011. These documents have been reviewed, with input from specialist consultants that Council has appointed to assist in its assessment. These include:

  • Planning/design/heritage experts - NSW Government Architect
  • Traffic/transport experts - GTA Consultants
