Driveways

Driveways must be approved by Council and construction must be supervised by Council staff. Please read the following information carefully prior to submitting your Pre-Paid Works Application Form  (pdf 137 kb). There are some steps you will need to take prior to commencing any works.

Note: If a driveway is constructed on Council's nature strip or road reserve without being approved and supervised by employed Council Design and Supervision staff, it may be removed by Council and the area replaced by turf at your expense.

Council driveways in residential areas are to be of a plain white concrete finish. Faux brick, tiling and similar paving do not meet the requirements of Council's policy.

Step 1: choice of contractor

Option 1: selecting a Council contractor

In this case, Council designs and sets out the driveway, obtaining quotations from a number of nominated contractors. The cheapest quotation is selected and you are informed in writing of the cost of the proposed construction. Please note that the cost will include a design and supervision fee (including GST). When full payment is made, a work schedule is developed and the driveway is constructed under the supervision of a delegated Council officer.

Option 2: selecting a contractor of your choice

Note: This option is only available to you if the total value of building works within your site exceeds $10,000.

Should you qualify and select this option, Council designs and sets out the driveway but you select the contractor. You will be sent a letter detailing the cost of the design and supervision fee as well as the contractor's workmanship bond. You can select any contractor provided your choice satisfies the following three requirements:

  1. $10,000,000 public liability insurance.
  2. Prior evidence of satisfactory workmanship.
  3. Ability to comply with Workcover and Occupational Health and Safety (Including Traffic Control - see AUS-SPEC-1\NSW-C201 March 2000)

Note: Selected contractors must be capable of completing all works shown on issued construction plans including drainage and roadworks to Council's specifications.

Note: You should not pay your contractor any monies until Council has inspected the driveway and is satisfied that work has been completed satisfactorily. It is the applicant's responsibility to ensure that all of the necessary Council inspections are arranged as required.

Step 2: completing the application form

When you complete the Pre-Paid Works Application Form (pdf 137 kb) please ensure that you have completed the checklist before lodging the application with Council. There are three requirements that must be satisfied prior to Council commencing the design:

  1. The internal car space where the car is to be parked has been approved by Council.
  2. The internal driveway has been constructed up to the property boundary and to the correct levels.
  3. All building materials have been removed from Council's nature strip and roadway.

Step 3: lodging the application form

Once you have completed your Pre-Paid Works Application Form (pdf 137 kb) you will need to lodge it with the Customer Service Centre.

You will be charged an application fee of $167.00 (including GST) when lodging the form.

Once the form has been lodged at Council and the application fee is paid, a design officer will inspect the site where the driveway is to be constructed.

Following the inspection the design will be completed by Council and forwarded to selected contractors for quotation.

Step 4: Council advises the cost of works

Once the design is completed and the cost of works quoted, a letter will be sent to you detailing this information.

Note: At present this takes approximately ten to fifteen working days.

In the case that you have selected Option 1, full payment must be made prior to the nominated Council contractor being notified by Council to list the work for construction.

If Option 2 is available, you will be advised to make payment of the design and supervision fee (including GST) as well as the workmanship bond. Once payment is made the applicant should contact Council's Engineering Technical Officer (as stated in the letter received). The Engineering Technical Officer will issue the design plan detailing the scope of works for the project, provided that all requirements are met by your chosen contractor. The design and specifications will need to be collected from Council's Engineering Technical Officer at the following address (unless other arrangements have been made):

Payment for the full amount can be made by cheque, bank cheque, EFTPOS or cash.

Step 5: refunding the workmanship bond

Council's Engineering Technnical Officer will conduct a final inspection once you contact them to advise that the works have been fully completed. Following a satisfactory inspection all relevant bonds and deposits will be refunded.
